Sweet Tooth Town Freezes in Construction

Sweet Tooth Town freezes when when I click on a building to upgrade it. I have tried on chrome, microsoft edge and my iphone, It does it on all of them. Help.

@EA_Illium Did all of the steps you suggested but still stalls after I click to purchase the upgrade.
