When you place a service building, it starts at upgrade level 1. Each Area Service Building has a coverage area (the part of your city it can serve). Capacity Service Buildings tell you how many Residential Zones (RZs) the building can support within its coverage area. If you have more homes than your building’s capacity, some won’t be fully served

Here’s the trick: every home in your city needs to be covered by a service building with enough capacity. If a service building’s capacity is maxed out, extra homes in its area won’t be served, which can lead to problems like abandonment.
It’s not just about having enough capacity it’s about where you have it in relation to the homes in your city
