Community ManagerI just tried to fix my build by replacing buildings in my main city and upgrading until nothing was in alarm, rinse/repeat in my first three regions, and when I got to my fourth region, I had no free buildings or money left to upgrade and the only way I could get the red to go away was to take a bulldozer to almost all the residential. Good news, though: I get to do all the building and developing I've done over the past year all over again just to get back to where I was before this "update" landed. Don't feel particularly inclined to do that.
