Any way to stop upgrades to buildings?

I would like to have a mix of residential buildings in my city, not just full of skyscrapers like I see when visiting a lot of other cities. Just rows and rows of skyscrapers are so ugly. I'm looking ...

Not really a way to do this yet (although i haven't checked the latest update)...Keep in mind the visiting mayors don't see your hardhats -  only you do...although that is really annoying too.

    If you put them in the pollution zone of a factory they won't pop hardhats!
