Assignment Upgrade Tokyo Town Zone Worked for Anyone?

Has the Upgrade Tokyo Town Zone Worked for Anyone in assignments? If so could someone give a step by step instruction? I created 3 new Japanese homes and did one step upgrade but nothing happens. Is this the right way to do it?  Do I have to completely upgrade each Japanese home to completion???

    The best that I can tell is if it is freshly placed it doesn't count.  If it has not been upgraded once already, it does not count.  The way I understand it is this.  When you first place it, it's just a plot it's not a building and the goal of the assignment is to upgrade a building.  Not a plot to make a building.  It might not read that way, but that is the way it has seemed to work for me.

    It does take more than one upgrade. Just upgrade 1 building and check to see when you get credit, I don't remember  if it took 2 or 3 to count in the contest.

  • Yes, I've found that too... there has to be a building there first to upgrade. Placing a new building and completing that first set does not count as an upgrade.
