Not sure if it's what you are looking for but you can move any building at any time. Just press and hold and then you can reconfigure your town layout as many times as you want.
I was referring to a whole re edit of your town, not only moving buildings around one by one, kind of cleaning up the whole board and starting over with a new scheme
