I have received an update on this from our teams.
These white blocks appear because of low available RAM memory on your devices.
Removing a few buildings from your high-density cities should allow all the buildings to load up again.
The white blocks appear primarily to prevent the game from crashing when it cannot load everything due to limited available RAM memory.
The best way to prevent this from happening again is to switch to a device with more available RAM memory.

NO, the best way is developers to REMOVE all unnecessary crap they added recently increasing RAM consumption and introducing more bugs such as service 2.0, railway deliveries, day/night control, aerial view, ads everywhere and so on.
Removing buildings from our cities??! this is ridicolous, it was running fine until now, we are not going destroy our cities nor buy a new device to follow developers madness, make the game lighter, return to basic focusing and BUILDING our cities. This is the **bleep** name of the game: BUILD IT. It's not railway, it's not ads, it's not ram, it's build it.
