Buildings won't upgrade beyond a certain level.

Question

I'm level 26 with 130k population and happiness steady at 97%. Why don't my buildings want to upgrade anymore? They are all stuck at the same level....

You need specialization buildings like Education, Transportation, etc.

Ok. I just added Dep. of Transp. and a couple of bus terminals, but so far no change... I'll just keep adding stuff when I can afford it, but it's difficult to make enough money without being able to upgrade!&nbsp;😕mileysad:

Building's can only be upgraded 6 times total, after that you have to either bulldoze old building or create new residential zones.
