What do you do when the plans are Residential zones being built for the first time? These aren't ones you can bulldoze. Not that I want to bulldoze half my city because of this but at least it's a way to play again...
Hi. I am not 100% certain with new zones. (Not playing this game right now). Are you able to click on the residential zone and click the recycle icon for new plans? If you are, then you should also be able to click the zone a second time, click to watch an ad, which will speed up wait time.

I just double checked. Recycling for new building plans works for zones as well as for buildings.
