Cannot build epic buildings

But how am I supposed to know if the building is fully upgraded?

Also, I do not see any prompts or builder's hat bubbles from the buildings to allow me to upgrade them. How do I force a building to be updated ?

Well in the picture, there are a lot of tall buildings along the beach, so why did you say that there are no fully upgraded buildings ?

Also, I don't think I can upgrade those buildings coz there's no bubble on top of them.

I do see that you have Latin America, Tokyo Town, and Green Valley buildings (each likely fully developed), but those buildings are ineligible to become Epic Projects or Epic Buildings.

Your other buildings already appear to be Epic Buildings as @contochiuso stated.
