Cannot build epic buildings

Hi, So as in my pictures, 1 and 2, I cannot find the epic buildings icon. I currently have 31/100 epic buildings in my capital city. What do I do ? Thanks, -TeeRee Town

    But how am I supposed to know if the building is fully upgraded?

    Also, I do not see any prompts or builder's hat bubbles from the buildings to allow me to upgrade them. How do I force a building to be updated ?

        Well in the picture, there are a lot of tall buildings along the beach, so why did you say that there are no fully upgraded buildings ?

        Also, I don't think I can upgrade those buildings coz there's no bubble on top of them.
