The bulldozer icon only shows up on a building without a construction helmet. I placed a Tokyo Town when I wanted an OMEGA town zone. Guess I'm going to have to waste two Tokyo pieces in order to get rud of them.
Well then how do I demolish a building with a helmet on it? It wants a bolt thing from the railroad and I'm not wasting my coins on that. Been trying to get my train updated and it's a nightmare. Because the house wants a bolt is the reason I want to demolish it. How do I move forward?
No need to bulldoze - just refresh the plans.

Below the items that you need to upgrade the RZ, there are two arrows in a circle. Tap that, wait 30 minutes (or watch an ad) - new set of items for the upgrade.
