Upgrade from level 5 to 6

Hello all, 

could you guys help me? I have the following question. Why does it take so long to get the upgrade from level 5 houses to level 6? First it was minutes it took. Now 24h later, I still can’t upgrade it. 
the happiness of the people is at 100%
