Can't Participate in CLUB WAR!

Why can't our club start a war? I keep getting a message that "The Club needs more members to participate in Club Wars" THERE is NO INFO ANYWHERE about how many members a Club needs to participate in...

You need to have around 10 or more people I think, to be honest I’m not quite sure how big the club has to be but that sounds about right.
