I starting the challenge upgrade limestone cliff zone. And completed several yet the challenge still unfinished.

Are you certain your are upgrading a Limestone Cliffs residential zone? Or are you just upgrading a different residential zone in the Limestone Cliffs region? The two things are not the same.
