Chicago missions - Impossible to do to collect the snowflakes coins

Read over the guide in another thread and then tried to access the Chicago Missions, but nothing happens when I click on it. 

This whole set up is wonky. Why not simply collect snowflake coins directly and skip the popsicles? I prefer it better when I can know what my assignments are and what I will get in return. I could have a ton of popsicles for all I know, but no way of knowing how many or what else I need to do to convert them to something useful.
