City Design Challenge Glitch

The current city design challenge, Journey to the East, keeps saying that all of my public services are not being met (in red) when everything is covered (in green) when I go to edit the placement of the buildings. Even if I bulldoze them and then rebuild them, this continues to happen and they are connected by roads and I have enough of everything in place (sewage, trash, power, water, etc.)

The game has already downloaded the most recent update so I'm thinking there was some sort of issue there. Suggestions are greatly appreciated while I mess with my design to see if I can fix it somehow 😊
