I'm a Sr member in a Club but our president left a long time ago and basically just set it up and then he left, but it grew.
By popular consent the members asked if I could be President.
What are my options please? I'm a Active Member and COM premium Mayor's Pass participant. I'd like to be President just to make some changes.

The current President would have to promote you to Vice President and leave the club, you would then automatically become the new President.
If the current club owner/president is inactive the above won’t happen so you would need to start your own club and then invite everyone to join you there, and your club will be effectively “starting over” in arena 1 if you go to war.
Unfortunately there is no way to remove your current inactive president, they own the club.
If your president has left they should have removed him/her self from the club then the vice president would then become president. Looking at your screenshot the president is still in the club and nothing can be done about that until they return.
If anyone knows how to contact him/her then ask them to remove from club
