If it's your first time to join a season, you need to reach plumbbob level 3 (green diamond) before you can officially join and get the building prizes. Try to get as many points as you can first to get to level 3 and then wait for the next break in the season to enter the lowest league. Then the first casino will unlock.

I believe that after the break, you will have compete an entire season. Then, based on what league you end up in, you will be rewarded the building for that league. For instance, I started like you in the middle of a season. In one contest, I ended in the a top tier, and I was placed in a higher league for the next contest (Suburban). Had I started with the new season, and ended the season in the Suburban league. I would have been awarded the Sin City Casino (Suburban League prize). That is how I understand it to work.
