How can we progress in the Mayor's Pass if it's capped? 

The milestone/ bonus tasks only give plumbob points when capped.  So if the team reaches the Legendary chest quickly (which we do) then there's no point doing milestones or bonus tasks.  

Again, there's no point doing daily tasks when we can't progress further in Mayor's Pass or Challenge of Mayors (once Legendary chest is achieved).
