ControlNet Towers Not Working?

I just got the Omega update & built an Omega home, lab, storage, bank, and a small controlnet tower. The Omega home is telling me it still needs a controlnet tower, despite the controlnet tower being...

    You didn't notice that the road above omega home which says that is not connected to water network is not connected to road crossing?
