When does Daniel's city refresh? If it's every 24 hours, does that mean the same time everyday, or does the 24 hours start from when you visit the city? If you don't buy everything from the city, does that affect the refresh?
Also- how exactly does the Maxis Manor work? How does it compare to the fire / police stations? Are the Vu tower items a good deal? Do you pay sim cash, or simoleons, or something else?

I visit Daniel's city so rarely that I really can't answer your question. I know it changes once a day, but exactly when and what, I have no idea.
I am interested in your other question though. I don't know anyone who's placed the Maxis Manor yet. The question I'm most wanting answered with this since it says you can buy vu items there too is what currency is used to buy the vu items?
I always buy the items because they are cheaper and I can then sell them in the Global Trade Market and make a little profit especially expansion items. I will probably hold on to expansion items now and save them for the Contest of Mayors because it had 2 tasks that required earning a certain amout of simoleons. The will be a wuick way to earn the simoleons and finish the tasks quickly.
I believe the items refresh after 24 hours from your first visit and if you don't buy the items or all of them they will also refresh.
It's not 24 hours for Daniel's refresh. I don't always buy them all and sometimes it's several days before you get new ones. Perhaps I should start buying them all.
As to buying Vu's items from the Maxis station, they are sold for Simoleans. Once a day a bubble will appear over one of them offering an item to purchase.

If you buy at least 1 item it will refresh in roughly 24 hours. I went there more often in the early levels, but not so much anymore.
So it's just a random offering at the Maxis Manor not like a store where you can go and buy whichever you need?
It's every 24 hours after purchasing an item. I'm not sure if items that were left un-purchased will be replaced with a new item or not.
Even if you don't intend to purchase Daniel's items its at least worth looking in case he's selling an expansion, storage or Vu item. (which he often is selling at least one of those.)
