Design Challenge building problem

Does anyone know why I don’t have the option to recycle the building plans on my residential buildings. When I click on the yellow helmet I get the box that tells you what upgrading the building pays...

    I ran into this.
    This happens at the beginning of the project build.

    Just add more houses to build.

@SimOldFan Thanks for that. Added two more buildings and the recycle button then appeared on all buildings with the yellow hat.
