You're right.
You won your Royal Resort by competing in an early (third or fourth), pre-Mayor's Pass CoM Season. Top prize was the Luxury Cruise Ship that round. 😁
I do hope Design Challenge tracks are modified similarly.
It was very difficult to win top prizes in the early Season competitions. The devs modified the contest by allowing Mayors to continue to complete tasks after CoM ended and before the next CoM began, and allowed those off-CoM Plumbob Points earned to count toward Season prizes. They also no longer had mayors begin each Season in Neighborhood League.
More mayors were (and are now) able to win top prizes. Downside: They began charging $4.99 USD to get the best prizes. Upside: Platinum and Gold keys, War supplies, War cards, temporary storage, War Simoleons and Expansion items were added.
Frankly, ultimately I think we will get a lot of what we're wanting while competing, or completing Design Challenges...Like one more challenge per track, more incentive for mayors to vote (no little prize for voting through one queue, but maybe 100 simcash if you vote through ten queues in 24 hours), and a few more prizes, BUT, there will be a catch and it will likely be something in the neighborhood of $2.99 USD per track or event.

I'd also like to add, (since Simcash speaks in this game), that maybe only mayors with a 2.5 or 2.75 star average rating be eligible for the 100 Simcash reward upon completion of voting through ten Design Challenge queues. If a mayor's DC rating is less or they don't submit Design Challenges at all, a mayor could still vote and be eligible for the smaller prizes, just not the 100 simcash.
I think this might help increase the number of DC submissions overall and give those mayors who are submitting designs only to make a couple thousand Plumbob Points for CoM, a bit more incentive to submit higher quality designs.

Water City Challenge
This time around I made some effort in producing this. Altough we had 2 islands to build on, only one could really fitted to submit, so I chose this one 🙂.
The city itself had close to 220K inhabitants, of course all served well by good roads and services.
Still no word from the officials who wanted our feedback - (yes we want feedback too!!) - but if you like, gimme a vote over here!

Will load my image up when I get the chance. Got 4.5 stars. Would be happy but the end of the event track is at 2800 which means you need a 4.5 average to get there. In all the voting I only saw one person with a 4.5 average. A few with 4.0 but mainly 2.0 to 3.5. Barely saw anyone with less than 2 star average.
the prize track is not possible to complete given the randomness of voting and the score required. If it remains unobtainable I will stop. It’s very draining on resources at a time CoM needs it all and, apart from the odd building I can survive without, there’s nothing worth winning but the simcash.

This is the most unawarding game by far... and we are so much underappreciated since we are ignored here.
