Develop a support application

Hi,

I am a player of Simcity BuildIt and I created for myself a desktop application to calculate the shopping list, I use it to get the list of materials and items needed to build one or more residential buildings.
I think it is very useful for planning the production of factories and industries, especially when the level of the game starts to rise.
I would like to offer it to all users, maybe even as a mobile app, can I contact someone to get information on the possibility of developing/distribute and limitations in the use of names, logos, images etc?

    Honestly I thought might be interesting to keep users active when the game starts to get complicated because keeping track of several hours needed for production is not easy; most times increase and more users are discouraged and abandon the game.
    I was afraid that the problem could be in the insertion of banner ads (only way to repay my efforts of production), but in the email response there is no explanation so I can only accept their decision.
