No mechanism to improve the school other than saving up keys and buying a second school to go with it, or a larger college or university. And you're right, the cheaper education buildings are pretty weak, but that's what CJ was talking about. Work on getting the bigger buildings.
And no, if you don't have complete coverage, it doesn't negatively impact taxes, happiness, or population. No one will move out. The specialty buildings are all gravy.
I see so it isn't even necessary to have one of each except to gain the unlock? So I could have a city with just the top dog and the sims would careless that there is no lower levels of education. That is too funny. I was somehow expecting a little more realizm in the game and schools would work more like schools in reality in that you needed to have some of each. In my city (real life ) there are like 6 grade schools, 3 middle schools, and 3 high schools; 3 libraries and 1 college.

That's a keen observation. The same applies to Transportation too. According my city, the only public transporation is by balloon or helicopter. A city full of ballerz. Which may be appropriate, seeing as every single Peaceful Park I have has a heli pad in it.
