This is happening to me too! I k ow how to play the game I have just deleted my 4 year old city and I’m starting again. Roads connected, capacity over demand and red for water and power so I can’t get my happiness score up! Very annoying!! Contacted EA support yesterday and no reply!

Try demolishing the buildings with the red power icons. Especially those cozy  cottages. It’s worked for me.
