They're all connected to roads, and I'm not keeping the maximum amount. It has now been a few days now that I have noticed specially my silver ones are not appearing above the buildings.
Also, a couple weeks ago I moved some casinos, landmarks, etc into the storage and the next day I realized the buildings specializing in those areas are no longer producing the tokens. So I moved everything back in the city and literally have nothing in storage anymore. After returning them into the city I realized the tokens are back.
But not all of them.
It seems like I'm having less and less tokens produced as time goes on.

Sorry it didn’t fix it. The other thing I found that might be causing it is, a few years ago there was this post here that said they were not seeing tokens above their Epic Buildings. One person said that it might be because after 150 Epic Buildings of a specific type the tokens won’t show on any more buildings. Only 150 of that type show tokens. This would explain why you don’t see specifically silver tokens.
I am not sure if the information is still accurate because it was years ago and I am not sure how many Epic Buildings you have but it could be that the coins are there you just can’t see them.
