Error Code 1100.7 - Additional Content Download Error

I was asked to download additional content to support the Club War functionality.  I agreed, but I get the error code 1100.7, and cannot download.  Not only that, but I cannot play the game outside of Club Wars without getting the error message, so I am unable to play at all.  I searched this site and the internet in general for an answer to what this code means with no results; it would be nice if I’m given an error code to be able to plug it in somewhere to get an answer as to what it means.

Im afraid your answer will be to uninstall and reinstall, which I don’t want to do because I’m playing an unconnected version since 1) you’re not told anywhere before you just start jumping in that your version is forever if you connect to Game Center and 2) I was just playing around to see what the game could do and that saved city is in a very bad situation.  So if I didn’t have this saved city problem, I probably wouldn’t care about the code, but here we are.

Any help you can provide would be appreciated.
