Yeah the file is like 13 or 14 bytes... I took the file from my mates Nexus 7 and copied it to my ZenPad overwriting the existing one and ran simcity. Does your device actually have the CPU and GPU to get those effects?

I have 1.3ghz quad core processor, 1gb of ram and mali-400 gpu. Don't know what is the requirements to get those graphics!
