I've been in the same situation as you for a week and I'm in trouble. When I contacted the help center, I got a reply that didn't make sense.

Being a Simcity Buildlt player I completely understand your concern, however, please allow me to share with you that we have cross-checked with our expert and they have positively confirmed to us that you have broken the rules by gaining an unfair advantage in the game which has triggered the system at our end.
This is a violation of the terms of services of EA or anywhere in the gaming community and it is not something to get fixed.
Certainly, there is no reason for us to see our players upset and inconvenienced. I wish I could do something about it but once you modify your city we can not correct it nor we can neglect the fact that rules are broken.
I haven't been able to download it for about a month since I switched to iPhone 14, and recently updated to iOS 16.1 and finally became able to play. I am amazed at the management's response.
Wow. Yes, this does not make sense. What type of rule could even be broken? I just play this regularly on my iPhone.
Hopefully someone will get back to us with a more reasonable answer.
I got the same copy-paste response as well.
There’s some disconnect somewhere, that has a crazy high amount of cities becoming corrupt, and instead of trying to fix it, support just calls us all cheaters and stops replying to us.
I’ve threatened legal action, as I have nearly $2,000 USD sunk into the city I lost, but all it did was change their tone from copy-paste accusatory responses (we don’t tolerate cheaters, etc…) to more generalized responses (someone may have hacked your account).
Just made a thread about this same issue. Happened on my wife’s account and she got the same generic answer from support about a term violation, etc. I think they just are trying to give a generic response in hopes people will give up because their support has been zero help and unresponsive after the first email
