This is the most frustrating aspect of the game. Just to add my voice to this concern. This needs to be upgraded ASAP.
It gets worse as you get into the higher levels as people start selling the useless (unless you love disasters) Vu batteries, remotes etc. even if you love to inflict the disasters on your city, you can't find any of the materials you need to rebuild on the market. It forces you to sit for hours and wait to build the items you are missing from scratch. Yawn. Makes me put the game away and do something else, and quickly lose interest.
