I have official sloved the graphics problem.maybe am not the first but i have found a way to fix it. You will need 3 things.
1. A rooted phone.
2.gl tool and its plugin
3. Ram extender
Use ram extender to expand ur ram. I would advice for expanding to 4000mb.
after that install gl tool and then do following.
for 1.anti aliasing (msaa/csaa)-mssa 16x ( non terga).
2. Force 16 bit rendering should be ticked.
3.skip all the rest and move down to Gpu name/emulator.
4.tick use fake gpu Info and tick fake cpu info
5.for use template chose adreno 320 or mali-t604 then exit.
open sim city if it did not work don't panic go back to gl tool this time go to the texture part and then click on downscale texture and click on the last one "limit to 1x1 (must be nice).
Exit then open the game when it load finish and you view ur city exit the game. Then go back to gltool and reture the downscale texture disable.

When u open gl tool look for the game among the list and click u must tick on the first option
