Has epic points needed for turtle building changed?

I am level 24 and have just done tmy first two epic buildings.  The first one I did I'm pretty sure only needed 20 points to reach turtle level.  My second that I did yesterday, though, needed 40 points for turtle!  I could barely manage that!  BUT... everywhere that I have gone to read more about epic bulding projects and points required has said 10 points for turtle level building.  What's going on?  Did something change that no one is talking about? Or is there a glitch in my game? 

I'm afraid to try another epic building beeccause maybe the next one will want EVEN MORE points just for turtle level!  Does anyone know more about this?
