Based on your comment then many thing we see daily and are available to all ages in the UK are a form of gambling.
Think Lucky Dip where you hand over cash BUT what you gain is based on chance - the package you pick, or when kids visit Father Christmas and get a wrapped gift.

Lucky dip and Santa etc are, yes, luck events but they don’t look like a roulette wheel. UK law already restricts gaming loot boxes and the British Board of Film Certification will increase film ratings beyond PG for gambling depiction.
its not that chance is involved that’s the problem, it’s the proximity to real gambling. There are on line casinos with roulette wheels that are heavily regulated.
As a parent of young children, this is getting very close to the acceptable limit.
