Help! Epic Projects: no winged helmets

Hi Mayors,

I was about to start my first Epic Project today.
I did the&nbsp;Department of Epic Projects' token tutorial, but no winged helmets have appeared in my town. 
I have 4 universities, and am at level 35. Only 2 (Parisian) Buildings need an upgrade (but I saw on pictures that this is usually not a problem when doing an Epic Project)

I saved&nbsp;7 bronze, 11 silver and 7 gold tokens, won only through Contest of Mayors. Also have 4 universities, schools, and lots of Landmarks buildings. All my normal residential buildings are upgraded, only 2 Paris need a final upgrade, and 1 Omega (as usual...).
Also, the Epic Point Count that usually appears above the Specialisation Buildings in the Specialisation menu is not there.

It's impossible for me to start Epic Projects! What can I do?Your advice is greatly appreciated!&nbsp;Thank you!

Your report is confusing and hard to understand. Maybe upload some screenshots to help us comprehend your situation.

You will get a single Winged Helmet per turn and they will only re-appear 24hs after the last upgrade. But since it's your FIRST, maybe you need to wait a countdown timer. Looking forward to see your pictures.

Hi!

I had opened a ticket and sent some screenshots to support, who said the problem was unusual. In any case the problem is now solved.
Like I had said, all my buildings were upgraded and close to plenty of Specialty buildings. But no winged helmets, and no timer.

Maybe&nbsp;the department of epic project waited 12 hours before launching my FIRST Epic Project, but the timer wasn't there (see screenshots). Also it&nbsp;is strange, because the 12 hour wait is only between 2 Epic Projects, and I had not even done one yet.
The Epic Number Count also didn't appear in the Specialisation Buildings menu. See screenshot.
