how in hell do you expand?

I do not get your point .I myself am in level 24 and have already expanded 12 .Grids some other have expanded to all of the grids. Also getting expansion parts is not as difficult as you say it is .My city gives me 1 every day.This not a game you finish playing in a month. It takes time and patience to build these cities .Also you need level 10 to unlock expansions not 10000 people.
Also the income is good and if you play on you will see that you will have plenty to set up a flourishing Education Specialisation!
PS-quit whining about things before you know them well enough.
