1) Upgrading buildings
2) Collecting taxes from your City Hall.
3) Selling items in the Global Market
4) Selling items to computer residents of your city (but be careful - sometimes they give more, and others they give less than the Global Market.)

This answer is telling how to earn simoleons, but we want to know how to earn FIN simoleons other than upgrading houses.
And, what do you mean by, "Selling items to computer residents of your city"?
@omer3020458 first you have to be sure the frosty fiords region bldg is open for tasks. then you select the tasks individually by first row, second row etc. the other option is by selling items to your neighbors who you trust. most times they are not offering the fair value of goods. therefore doing the tasks at your region bldg is only way. hope that helps.
@MrsFishyK i think he is referring to bots. i was complaining about actual ppl and not bots in my posts. but i think i gave good suggestion to omer already.
You can get them from VU pass or from CoM contest. Otherwise you get them by upgrading buildings in that region.
