How to get the shiny towers?

I have upgraded al my buildings but I get stuck with the brick towers. I want the last upgrade but dont know how. Do I have to wait more?
Lvl 25 and 135.000 cits.

    First, make sure you don't have any "frowny faces" anywhere...you must have full police, fire and health coverage in all of your residential properties.  Second, add some of the extended services to your city. I did Transportation first. You need to buy the "Department of Transportation" first and then use KEYS to add a bus terminal, etc... to your city.  You will find that the areas with these extra services have a higher property value.

    Add the Education Department and then the schools, library, colleges too...your SIMS need an education.  The more educated SIMS use less water, produce less waste, fewer traffic jams and crime. The more "services" you have the higher the property value. You can view the land value by pressing the residential icon and then choose the other icons below it. The darker the blue and orange, the higher the value.

    I built up my city with the brick buildings and "bulldozed" them one at a time when the land value was high - replacing them with new residential buildings...they became the glass skycrapers. 

    You can't build the Fusion Power plant without the university.

    Maybe that is the problem. I have 99% happiness, fulltime coverage of police, fire dept. And healtcare. But na additionel service. No schools or transportation. Ill try that and let you know here when that fixes the 'problem'. Thanks anyway.

    GH is correct you need 2 specializations in an area to pop a luxury tower. You can make a spot to create the luxury towers then move them anywhere after they are created, this can make it a little easier in the early stages. Happy Building
  • I just built the light house, when I started a new building within the area of effect from the lighthouse a sunny building popped up. Also do shinny buildings produce more tax income?

    You now have two specializations there, so you can pop luxury towers there.

    No taxs are the same for all towers except Tokyo Town, taxes are based on population. All towers have the same population except TT there have 367 more population so generate a little more taxes.
