I believe you already tried everything. I once asked the same question but then I found out it's because ONLY regular RESIDENTIAL buildings can do Epic. Specialized buildings can't. So you need to have Fully Upgraded Residential building near Beach, Transportation, Mountain, Landmark, or Education. Good luck.

As you can see at my screenshot in original post, I have only Fully Upgraded Residential buildings near all types of special buildings (beach, transport, mountain...)
