You should have no problem getting your city back unless youre experience other bugs. But when you delete the game, be sure to close all open apps and do a hard reset on your device before reinstalling it. This can help clear up certain issues.
Once reinstalled however, you need to play through the tutorial on a new city before getting the option to re sync your device with your old city.

I upgraded my phone and now I can't access my city anymore, I saved it to my Facebook and to my iPhone Game Center but I can't seem to get my city back

- I cannot get my game back and I spent a lot of time and some of my own money on this game and not just a few bucks. This isn't some little glitch, if I spent my own money on it! I AM LIVID!!!!
- How long does the tutorial take? Until every building class is unlocked? Or earlier in the game?
