Is there a way to link another city to EA account?

Hi, I'm looking for the answer and found the statement only for social network accounts like Facebook, Apple ID, Game Center, Google Play, that connection a city to accounts are permanent. However, nothing about the EA account itself. 
So, is there possible to replace linked city with another one? Someone mentioned he asked EA admins for that, and like there might be a way do it from the web access to EA account. 
Please advise.
