Layout Templates

Are there any sources out there for layout templates?  I am only level 13 but I am having trouble getting efficient coverage for fire, police, and parks. Right now I am sitting at 100% happiness so ...

Good luck on trying to achieve 2.5 millions. It'll take some time.

My goal is 1.5 million, which is much more realistic and doable. I also use a mix of horizontal and veritical streets, so my city doesn't look fake.
