Omega Storage is one of the most difficult things to manage in the game.
I have reached my limit many times over the years. But the game DOES GIVE YOU A WAY OUT.
First thing that occurs that solves the Omega Storage "Lock". are your sims offering to buy your Omega Items for Neosimioleans. These offers are bubbles featuring the blue Neosimolean coin that will pop up in you capital city. They may not want give you want you want in Neo Simolean Currency but they will relive your locked up situation. Complete unsatisfied with the offer? Decline it...another offer will appear in not too long of time. Look for these in your Capital.
Another way to relieve your Omega Storage Situation is to use them in construction of your Omega buildings. If you do not have certain items required to build your omega buildings you will have to use the button to " change the design plans" of your building. This will give you a new requirement to construct the omega building...and allow you to complete the build while using Omega Items.
These two methods will allow you never to be " Locked in by Omega Items"
Building Cities with large amounts of Omega zones requires a lot of patience. It's not for everyone. I get frustrated myself sometimes. I seriously wish myself EA would expand the NeoMall to award players for their patience! But in the end you will have a cool looking city with them.
