I cant access Upgradeable utilities
My friend can upgrade his utilities.
Coal power plants wind mills water towers.
And I cant theres not an option to upgrade.
We are both at the same version of the game.
Why??

Hi, have you had any response to this from EA Help? I’ve had the same thing. I deleted and restarted my city a few times before I could upgrade utilities but have lost it again.
I am on iOS, tried on an Android and it works but also tried on another android and I’m having the same issues.I'm told it's in beta test and not fully rolled out to the wider game. This happened with the trains, when some had them and others didn't before it was fully rolled out.
