I'm not sure I understand your question. Are you saying that you launched a vu disaster before, but it glitched and there was no disaster to repair? In the case of "Repair X Disaster areas" it would not recognize as complete until you actually repaired the amount of disaster areas required. In the case of "Launch X Vu Disasters" It would accept the launch even if the game were to glitch and not actually have buildings to repair.
I don't understand your aversion to Dr. Vu. I don't see it any different than upgrading a building one time. They're super easy and get a gold key out of it, but with as high as you are, you don't need gold keys, so I guess it doesn't matter. With where I am, gold keys are my bread and butter to Specialization placement and Vu is the fastest way to get gold keys. Since I've been saving Vu Items and buying them whenever I see them between contests, I blew threw 3 different assignments within the first hour of new contest and got 12 keys from 3 disasters. Even if I got 3 keys per day from the shipyard it would take 4 days to earn the same amount of keys.
For those who need keys, the damage is temporary, they're quick and easy to repair and the only thing it functionally does to cause any harm is a momentary dip in population and taxes, but that dip is so insignificant to the overall population that makes the key return far outweigh any slight loss of tax income.
One could actually argue that it actually increases tax revenue faster where the momentary dip (at most a couple hours) in loss of taxes if offset by being able to place a high population boosting specialization relatively quickly and completely negating the loss of tax income in the first place.
