Are you sure you logged in to the same Google account? Maybe you had a different city on another account, and that's the one you brought up on your new phone?
Do you still have the old phone? If you do, I would double check to be sure you saved your city to your account, and also be sure you are logging into the correct Google play account.
If it is the same account, and not an earlier version of your city, then technical support is probably the only ones who can help. Submit a Request using the web form: https://simcity-buildit.zendesk.com/hc/en-us/requests/new
