I've worked out how to revert this issue and can now reliably recreate it.
Shutting the phone down and starting it (so not resetting) will revert the resolution to normal.
So long as I keep the s8s resolution to its default (FHD+) then the game's resolution doesn't shrink. If I change the S8 screen resolution to max (WQHD+) then the game obediently switches to that resolution (and looks lovely).
It's only when I then leave the game for a time and come back that it launches in the low resolution. No matter what I then set my S8 to. And I can only reset this by shutting my phone down.
Hope this helps. The game looks great in FHD+ but I really do want to play it in maximum resolution but currently cannot.
I may have worked out what's causing this issue. I disabled Samsung game launcher and the problem has, so far, gone away.
I'll keep going and if nothing changes then it might be game launcher that's either causing this, or there's a conflict between simcity buildit and game launcher.
I'll post in a couple days either way.

Sorry it's taken me so long to get back.
In order to fix the problem, I had to both disable Game Launcher and also run Game Tuner; for this to work, in Game Tuner, I had to go to MODES and select "Maximum Quality", which forced Simcity Buildit to launch in the best resolution that my phone supports. Until I'd done this, simply disabling Game Launcher didn't work.
No problems since then (although I've no idea if EA have fixed this issue in the last couple updates, but I am not going to find out and will just stick to the above regardless...)
So yeh, this is a work around that seems to solve the problem but point out that it's really not acceptable that we both disable one third party app and download and use another third party app to fix this.
