Nope. I can still place other items, non-Mayors Pass, and get the boost. It is only happening with Mayors Pass items after the first half a dozen or so there is no population boost.

- @roccodonovan8 I'll try again and see. Was trying to set up a cool Venice kinda thing in my main city. I would think though Education would have maxed out already. I've purchased dang near everything and it's all pretty much in main city with no limitation on pop boost. Thanks for the 411
