Storage upgrade requires 1 extra item for each upgrade and maxed at 25 units per upgrade. I’m lvl 99 and I buy the mayors pass every week and I have 27 free land expansions also 18 mountain and 16 beach and I do the design challenge get blue prints and buy the storage items from there.
Just keep playing join a club and ask for items that you require and you will get what you need. Good luck.
